First Set of “Made by Shuangrui” Wind Turbine Blades Successfully Rolled Off the Production Line for Serbia’s Largest Wind Power Project; Shuangrui Composite and Dongfang Wind Power Explore New Paths for Overseas Collaboration Through Joint Party Building Initiatives

On April 21, Serbia’s largest new-energy project currently under construction achieved a significant milestone: the first set of wind-turbine blades supplied by Shuangrui Composite Materials in collaboration with Dongfang Wind Power was successfully rolled off the production line. This not only lays a solid foundation for the project’s on-schedule delivery but also marks a phased success in the innovative practice of leveraging joint Party-building initiatives to overcome challenges in overseas collaboration under the Belt and Road Initiative.

As the flagship project of China–Serbia energy cooperation under the Belt and Road Initiative, this project is tasked with advancing Serbia’s energy transition and facilitating the international expansion of China’s high-end wind-power equipment. The successful rollout of the turbine blades not only underscores the technological prowess of Chinese wind-energy equipment but also holds profound significance for deepening bilateral cooperation in the green-energy sector, serving as a vivid example of China and Serbia jointly building a Green Silk Road.

At the rollout ceremony, leaders from both sides jointly unveiled the first blade and then toured the production workshop to inspect the digital manufacturing processes, the intelligent control system, and the quality assurance procedures, gaining a thorough understanding of the blade manufacturing techniques and key technological innovations. The successful rollout of the first blade signifies that the production line is now ready for large-scale mass production. Moving forward, the project will commence batch production as scheduled, with full efforts devoted to ensuring on-time, high-quality delivery of the blades.

On the same day, a joint Party-building initiative was held under the theme “Party Leadership Drives Improvement in Blade Quality and Efficiency, Fortifying the Safety Defense Line for Overseas Projects.” Participants from both sides watched a thematic educational video on the concept of political performance, engaged in collaborative study and exchange on the high-quality development of overseas projects, shared practical experiences in the deep integration of Party building with business operations, and reached consensus on key issues such as collaborative mechanisms for overseas projects and quality-control systems.


At the event, Tan Huizhong, Secretary of the Party Committee of Shuangrui Composite Materials, and Wang Yi, Secretary of the Party Branch of the Supply Chain Management Department of Dongfang Wind Power, signed the Party-building Co-construction Agreement as representatives and presented plaques to the co-constructed party branches. The agreement focuses on the actual needs of the Serbian project, clearly outlining a list of co-construction tasks and a phased implementation plan, thereby providing a solid foundation for deep collaboration between the two parties. Both sides unanimously stated that they will take this cooperation as an opportunity to jointly build a benchmark model for state-owned enterprises’ joint overseas expansion and win-win cooperation.
A relevant person in charge at Shuangrui Composite Materials also delivered a special report on project quality control, systematically outlining the blade quality management system tailored for overseas applications and the comprehensive product delivery plan.
Against the backdrop of the ongoing deepening of the Belt and Road Initiative, this project not only serves as a shining showcase of “Made in China” on the global stage, but also plays a crucial role in enhancing China’s ability to achieve independent and controllable development of its wind-power equipment industry chain. Leveraging Party-building collaboration as a connecting link, the two parties have established a collaborative mechanism characterized by technology sharing, complementary resource utilization, and joint risk prevention, working together to contribute Chinese expertise to the global energy transition. Looking ahead, Shuangrui Composite Materials will continue to strengthen technological innovation, focusing on upgrading product performance and optimizing quality control, thereby continuously bolstering its core competitiveness. With higher-quality wind-power equipment, the company will inject even stronger green momentum into the development of the global new-energy sector.

Recently, 15 models of wind turbine blades from Sunrui Composite Materials successfully obtained the Product Carbon Footprint Label Certification issued by the Beijing Jianheng Certification Center. This marks the first time that the company’s products have received this certification, signifying a milestone breakthrough for Sunrui Composite Materials on its journey toward green and low-carbon development and affixing a trustworthy, eco-friendly label to its blades.
